Purpose

• Fixes for https://roadmap.entgra.net/issues/10012

Fix

When adding the policy bundle, mark the previous policy bundles for the same devices as "REPEATED". The device will not fetch REPEATED items. From the device point of view, there is only one useful policy and that is the latest policy. Device should not worry about executing any past policy bundles.
