Purpose

Fixes https://roadmap.entgra.net/issues/10462

Generate an altered certificate from CSR for Windows enrollment similar to Android SCEP enrollment.
Add util methods to get subject DN attribute and validate SCEP device.
Add condition in the WebAppAuthenticationValve to check if the header contains 'Mdm-Signature' if so then no user permission is validated.
