Purpose

Update webapp-authenticator config to include username and password configured from deployment.toml.

This change was done in order to get the Proxy-Tenant-Id header working when invoking APIs through the reporting backend app to get the platform configurations of other tenants as the super tenant admin.

Proxy-Tenant-Id header is used to invoke an API as the super tenant admin on behalf of another tenant.
